Delegate exists because of a gap that is easy to state and uncomfortable to sit with.
Synthetic identity losses do not arrive labeled. A fabricated customer cultivates an ordinary-looking relationship for months or years, draws the credit down, and walks away. The loss books as a credit loss, the account closes, and the institution never learns that the customer was never real. The category is wrong, so the number is wrong, so nobody is assigned to the problem.
